LOWER PENGANGA PROJECT - R.B. CANAL
The Lower Penganga Project is a Joint Project between the States of Maharashtra and Andhra Pradesh on Penganga River, which is a tributary of Godavari River. The head works are located upstream of village Tadsaoli in Ghatanji Tabsil of Yavatmal District. The dam site is about 12 Km inside Maharashtra from Maharashtra – AP border. It is proposed to irrigate an ayacut of about 2,37,600 Acres in Maharashtra and 40,000 acres in AP. The canal in A.P. Portion called Right bank canal runs for a length of 48.60 Km to irrigate tribal & disturbed areas in 61 villages of Adilabad district.
An agreement was reached betweenMaharashtra and Andhra Pradesh on 06-10-75 to take up Lower Penganga Project. Joint meetings were held during 1978-84 to clear of techno-economical issues and sharing of costs of common portion of works. Finally, an initial meeting between the Secretary (I), Government of Maharashtra and Secretary, I & CAD, Government of Andhra Pradesh Prior to the meeting at the level of Ministers of both the states was held on 10-12-1998 at Mumbai.
Broad consensus was reached on all the issues between the two states during the course of the above meetings.
The following points are agreed.
1)Sharing of Waters: Total yield upto Lower Penganga Project site is 122.979 TMC and the U/s utilisation is 80.31 TMC. The net available yield is 42.669 TMC and will be shared in the ratio of 88:12, which implies thatMaharashtra allocation is 37.55 TMC and A.P. is 5.12 TMC.
2)Sharing of Cost: The sharing of cost of head works be on the basis of water utilisation and that of common canal on the basis of peak discharge required by both the states. The cost of main canal branches and distributaries serving exclusively the territories of one state shall be borne by that state alone. The canal for A.P. running thro’ Maharashtra will be executed by A.P. at its cost.
3)Joint Control Board: It is agreed that a Joint control board will be established to finalise the construction programme and decide the level of funding.
4)An interstate agreement be prepared by the government of Maharashtra with similar clauses of Lendi Project and be forwarded to Government of A.P. for concurrence.
Secretary, I & CAD Department, Government of Andhra Pradesh in letter No.21/Irr X/A1/98. Dt. 20-12-99 addressed to the secretary, Irrigation, Govt. of Maharashtra, has requested that an interstate agreement may be got drafted incorporating the decisions taken in the minutes of the meeting held on 10-12-98 at Mumbai between the secretaries of the both the states and to send a copy of the draft agreement to A.P. for finalisation.
Survey work was conducted in 1980 for the old proposals. Fresh surveys are to be conducted for the modified proposals for the main canal of length 48.60 Kms. Hence proposals were submitted to Government vide this office Lr. No. CE (I)/EEIII/12979/76, Dt. 27-07-2000 to take up detailed Investigation for Rs. 25.00 Lakhs under stage I as per G.O. Ms. No. 177, Dt. 27-09-97. Detailed Investigation will be taken up after the receipt of necessary orders from the Government.
Meanwhile a writ petition has been filed at the Aurangabad Bench of Maharashtra High Court against the construction of dam as public interest litigation, mainly seeking relief for the Project Affected Persons (PAPs). The State ofAndhra Pradesh is also made one of the respondents.
The counter affidavit was filed by the legal council in the High Court Bench at Aurangabad. The final hearing was fixed on 17-08-2002, but postponed. The next date will be communicated soon after he receives.
The total cost of the Project is estimated at Rs. 1943.17 Crores (2000-01) and the estimated cost of the Project for A.P. portion is projected at Rs. 233.00 Crores (2000-01).
